崗位職責

1. 基本職責 Essential

-        根據集團現金管理的要求負責公司現金的日常收支,每日進行現金盤點,月末制作現金盤點表。 Responsible for entity daily petty cash movements according to group cash management policy, taking a daily cash spot and preparing entity monthly cash spot taking report.

-        根據安排的公司月度付款計劃按照相關程序準備人民幣或外幣付款資料并及時準確地通過資金池或相關網銀/銀行完成相關付款。Preparing entity RMB or foreign currency payment documents upon related procedure according to arranged monthly payment schedule, timely and correctly to finish payments through cash pool or related e-banking/bank.

-        銀行賬戶的相關管理(包括開關戶、印鑒卡變更等)。Bank accounts management including accounts opening and closing ,signature cards change,etc.

-        銀行承兌匯票的保管、開具與貼現。Bank acceptabke draft daily keeping,issuing and discounting.

-        協助相關財務人員完成公司銀行日常收付的對賬及月末銀行存款余額調節表的制作。Assisting related finance people on entity daily cash in bank movement reconciliation and monthly bank reconciliation report preparation .

-        協助相關財務人員及上級對融資、保函、信用證、遠期結售匯等事項進行日常管理。Assisting related finance people and Superior for daily management on financing, bank guarantee, L/C, FX hedging, etc.

-        相關資金報告的制作及協助進行資金預測。Related cash report preparation and assisting on cash forecast.

-        與相關財務人員整理月度憑證并裝訂。Collecting and binding all entity monthly accounting vouchers together with related finance people.

-        上級交辦的其他事宜。Any other tasks assigned by Superior.

2. 質量、環境安全及能源職責Quality & Environmental & Safety & Energy

-        參與本部門的環境因素識別,參與環境因素評價。Responsible for the identification of environment aspects,  and take part in the evaluation of environment aspects.

-        發生環境安全突發事件(如火災,地震,化學品泄漏等)時能夠根據應急響應程序采取相應的行動。Take certain actions according to the emergency procedure when environment and safety accident occurs.

-        參與資源的回收利用(包裝,紙張等)Participate to the recycling of products (package, paper, …)

-        根據環保規定將垃圾歸類存放;Sorts out of the trash as defined in the Procedure for environment protection;

-        重視公司內部的安全Respect and make respect the safety around whole of the company

任職要求

1.教育背景 Education:大專及以上學歷 bachelor or above

2.工作經驗Experience: 3年以上工作經驗 More than 3 years related working experience

3.技術技能 Technique:

◆精通國家財稅法律規范、財務核算、財務管理、財務分析、財務預測等財務制度和業務familiar with laws & regulations in accounting? and taxation area, financial systems and businesses like financial calculation, financial management, financial analysis, forecasting and so on .
◆熟悉國家會計法規及國際會計準則及稅務法規和相關稅收政策familiar with PRC GAAP and IFRS as well as tax affairs laws and regulations and related tax policy.

Main Objective :

Responsible for managing and supervising the execution and use of security measures to protect data and for managing and supervising the conduct of personnel in relation to the protection of data. This responsibility is carried out by working with the other members of IT SSC team and Knowhow Protection Manager to foster the developmental and operational elements needed to assure appropriate information security throughout Vallourec APAC.

Responsibilities :

1. Develops and delivers a comprehensive information security and privacy program.

4. Security Governance

    • Oversees security governance.

5. Communication

任職要求

Knowledge , Skills & Abilities :

1. 2 to 3 years’ experience related to the duties and responsibilities specified.

2. Exposed to technologies such as Cisco Firewalls and IDS/IPS sensors, Microsoft Active Directory and Group Policy, Vulnerability Assessment Tools, and Log Management solutions.

3. Working knowledge of a broad range of relevant systems platforms, to include Unix, Linux, and Windows as well as networking platforms such as Cisco and Checkpoint.

4. Basic knowledge of IT security products and techniques, network infrastructure, applications, and equipment pertinent to a large, distributed, heterogeneous computing environment.

任職要求

1. 質量管理 Quality management

§ 繼續開發ISO9001管理體系,以確保體系有效Develop further ISO9001 management system, and ensure its effectiveness and efficiency.

§ 在經營變化時(如:VCHA經營活動變化,ISO 體系標準升級等),主導質量管理體系的變更Lead the change of Quality management system in case of circumstance (e.g. changed at VCha, upgrade of the ISO standard).

§ 監測質量指標。如有偏差,主導偏差產生的原因分析并實施相應的改進計劃Monitor Quality indicators. In case of deviation, lead analysis and improvement actions.

§ 推動質量管理體系在VCHA的開發,組織內外部的體系審核Promote Quality system, and organize internal & external audits at VCha.

§ 作為特種設備的原件生產商,應保證公司的相關生產活動符合國家關于質量方面法律法規的要求。Make sure production comply with Quality requirements from laws and regulations, since VCHA is manufacturer of components of special equipment.

§ 主導其他體系的認證工作,如:生產許可證,IBR資格認證,API,并確保VCHA能達到其體系要求Lead other qualifications for example: manufacturing license, IBR qualification, API and monitor their requirements in order to keep VCha qualified.

§ 主導新產品及新鋼級的工業化流程Lead industrialization of new product or steel grades.

2. 日常管理 Daily operations:

§ 組織相關流程以確保按客戶要求交貨Organize required processes to guarantee product deliveries according customer requirements.

§ 使用一定的工具以便能在營運過程中,早期發現產品的質量偏差(如:生產過程,計劃過程,訂單輸入,質量流程等), 實施FMEA. Implement indicators & tools for early detection of deviations, and FMEA of processes (e.g. production, planning, order entry, quality processes).

§ 管理其他質量支持團隊(如:樣品車間,實驗室,金相,檢驗,證書,NDT等)Organize -within his/her team- supporting Quality functions: sampling workshop, laboratories, metallurgy, certificates and NDT (including UT).

§ 完成總經理交辦的其他指標Perform additional tasks given by General Manager.

§ 對訂單進行質量條款及標準的查核Contribute to verify orders in terms of Quality rules and standards.

3. 服務 Service

§ 處理客戶申述Handle customer claims.

§ 與北京或者歐洲銷售及TCS(技術客戶服務部)合作及時向客戶做出有關產品與相關國際國內標準符合性反應Prepare answers to customers, in compliance with international and Chinese specifications and in cooperation with sales and TCS in Beijing or Europe.

§ 處理對于原材料供應商的投訴,與材料供應商一起合作提高其質量水平Handle claims with suppliers -related to raw material-, and work with them on improvements.

4. 人員管理 Employee promotion

§ 部門內人員培訓及提升。根據部門內部人員能力,性格不同及時安排培訓,并注意發現在管理及技術上有更進一步發展潛質的人員,加以培養。Promote and give training to employees within Quality department. Arrange training to employees based on their nature and ablity, and develop people with high potential.

§ 培養質量人員,讓他們到達并保持相關的資質(如: UT 2級,金相等)Develop & manage Quality team in order to fulfill & keep necessary qualification levels (e.g. UT level 2, metallurgy).

§ 為部門成員設定個人目標,并幫助他們達成目標。Define personal objectives of his/her employees, and support them to meet their objectives.

5. 知識及技術管理 Knowledge and Technology management

§ 與集團內部生產相似產品的兄弟公司分享經驗及最佳實踐Share experience & benchmark best practices with sister companies (producing similar products) within Vallourec.

§ 組織與Vallourec在中國的公司分享在管理,及各項工具應用上的經驗Share experiences -on management & application of management tools- with other Vallourec plants in China.

6. 持續改進 Continuous improvement

§ VCHA公司的持續改進,幫助CIT LEADER推動VCHA公司的持續改進活動。Help CIT leader to promote continuous improvement at VCHA.

§ VCHA內部,并與其他Vallourec在中國的兄弟公司組織分享CIT小組的活動經驗Organizes sharing CIT on best practices, within VCha and other sister plants in China.

§ 在公司推行CIT,使公司能在營運、質量、安全及環境指標上持續改進Promote CIT to improve Operation, Quality, Safety and Environment indicators.

Perform daily inspection of plant (i.e. office, workshop) to detect Safety & Environmental issues. Coach employees on shopfloor: help them to detect risks, report problem to department Manager, and support them to define rules/resources/tools to lower risk.

Support fire prevention expert (member of TED) according need.

- 組織HSE團隊的任務分配工作,回顧工作進度并在有問題時匯報給總經理。
Organize tasks repartition among HSE team, make review of progress and report problem to General Manager, if any.

1.2. 體系維護 System management

-檢查正式的規章制度,準備相關的內部程序(培訓),啟動相關項目以符合這些要求。若需要關鍵資源,向總經理報告。
Check official regulations, and prepare related internal procedures (+ training) & launch projects to be compliant with these requirements. If key resources are needed, then report to General Manager.

- 認證(如ISO 18001, ISO 14001,清潔生產…):定期對認證體系進行檢查,組織內外審,領導所需糾正措施,準備符合相關法規的一切需要工作以保持認證證書的有效性(即通過外部審核)。
Certifications (e.g. ISO 18001, ISO 14001, clean production...): Check the situation of these systems regularly, ensure their effectiveness and efficiency, organize internal and external audits, lead required corrective actions, and prepare everything needed to be compliant with regulations & keep these certifications (i.e. pass successfully external audits).

- 主導因公司環境變化而產生的HSE管理工作變化
Lead the change of HSE management system in case of circumstance changed at VCHA.

- 監測HSE各項指標,如有偏差,則需主導指標分析并實施改進措施
Monitor HSE indicators, in case of deviation lead analysis and improvement actions.

- 準備向管理層及集團匯報的報告:安全績效指標,安全訪問進度,車間員工審核。
Prepare reporting to Management & Group: Safety performance indicators, Safety visits progress, shop floor audits.

-負責處理“急救/虛驚/事故管理(即“如何繼續下去?”):領導分析,推進改進行動(包括:更新流程及培訓),控制糾正/預防措施并檢查有效性。如有需要:陪同就醫,公告并按照流程發布報告。
Responsible for dealing with post first aid / post near miss & post accident management (i.e. onhow to go on?): lead analysis, launch improvement actions (incl. update of procedures + training), control corrective/preventive actions & check of effectiveness. In case of need: escort to hospital, declaration, issue the report according procedures.

1.3. 信息溝通 Communication

Cooperate with certification company to arrange external system audit

- 保證與自己相關的安全環境信息得到內外部的及時溝通
Ensure communication of HSE information on time inside and outside plant (e.g. Europe).

- 審定的HSE月度安全環境數據,發送報告
Check the monthly HSE data and issue the safety report to Corporate every month.

1.4. 其他工作 Others

- 作為關于環境和安全的“月度管理評審”的副手(此指導委員會的領導為總經理)
Be the vice-leader of the monthly management review concerning safety and environment (leader of that steering committee is General Manager).

- 參與安全環境有關的項目,完成個人在項目中的角色任務
Involved in the HSE projects and complete the role tasks as described.

- 參與本部門的能源變量識別。
Participate in identification for energy variable within department

- 參與與安全有關的審核(其他部門以及其他工廠)。
Involved in safety cross audits (other departments, & other plants).

- 完成總經理交代的其他工作。
Complete all additional tasks assigned by General Manager.

- 識別本部門的環境因素、危險源和能源變量辨識。
Responsible for the identification of environment aspects, and dangerous source and energy variable.

Implement company’s safety requirements: lead by example, conduct safety visits, and support safety improvement actions when required.


任職要求

1. 能力要求 Competence Requirements:

- 經驗Experience: 五年以上相關工作經驗More than 5 years of related experiences (e.g. fire prevention engineer, HSE engineer, HSE supervisor).

- 教育Education: 本科及以上學歷(如:安全管理專業等)Bachelor or above e.g. major in Safety

- 培訓及證書Training & certification: 安全員資格證書(可在公司培訓)Has the safety certificate (training in VCHA)

- 技能技巧Skill:

· 熟悉安全生產相關法規Familiar safety in production related laws and regulations.

· 中文及英語口語及書寫熟練Oral and written communication with Chinese & English.

· 熟悉MSOFFICE軟件應用Familiar with MSOFFICE application.
